With the process of economic globalization, financial freedom, financial globalization going on in recent years, short term capital has gradually evolved to become professional speculative capital with the characteristics of high liquidity, invisibility, and aggressiveness, often posing threat to the financial development of a nation and even the world. So it is imperative at present to match and coordinate relevant policies to improve the national economic and financial strength in order to prevent systematic financial crisis from happening and to heighten the financial security and sovereignty to the same position as the national territory and diplomatic sovereignty.
