The definitions of public issue and individual trouble contributed by Mills have been accepted across the sociological society, in which the nature of publicity is embodied. Accordingly, the publicity for public policy is explicitly featured with the characteristics of collective bargaining and group appealing. The natural history of a social problem explores the process of its arising, developing and being resolved, which shows a close linkage of social problem and public policy, and realizes their integration under the common of publicity.
