主体功能区建设面临的问题及调整思路

The Problems and Adjusting Thinking on Construction of Principal Function Area

主体功能区建设是推进我国区域协调发展的重大战略举措,但要从构想走向实际操作却面临一系列问题:一是自身需要完善和发展,在划分标准、划分层次、划分的基本单元等方面需要进一步探讨;二是面临行政区利益的冲突;三是面临与各种空间规划或区划的衔接和协调;四是在实施保障方面,面临差别化区域政策的制定、实施主体的明确和生态补偿机制的完善等问题。因此,主体功能区需要从以下5个方面进行建设:①选择合理的行政区单元;②逐步推进主体功能区规划的编制;③平衡主体功能区与行政区的关系;④建立主体功能区规划的核心地位;⑤完善主体功能区划的生态补偿机制。

The construction of Principal Function Area is an important measure to promote regional coordinated development, but it will face many problems when from theory to application： to need perfection and development by itself and need further study in division criteria, division levels and division basic unit; to face interests conflict of administrative area; to face connection and coordination with all kinds of spatial planning; to face establishment of different regional policies, the definite of implement subject and perfection of ecological compensation mechanism, and so on. So, the construction of Principal Function Area is mainly about five aspects as follows： （1）To choose reasonable unit of administrative area; （2）To promote compilation of Principal Function Area planning gradually; （3）To balance the relation between Principal Function Area regionalization and administrative division; （4） To establish the core position of Principal Function Area regionalization; （5）To perfect ecological compensation mechanism of Principal Function Area regionalization.
