河南省建设现代农业的财政支农政策研究

Study on Financial Supporting Policies of Constructing Modern Agriculture in He'nan Province

分析了现行财政支农政策与现代农业建设的关系。针对河南省财政支农政策实施中存在支农投入资金总量小、支农结构不合理、支农资金使用效率较低及支农政策体系不完善等问题,提出要明确财政支农重点,加大农业投入力度,调整和完善财政支农政策,加快推进现代农业建设。

The relationship between current financial supporting policies to agriculture and modern agriculture construction was analyzed, aiming at the poor investment, the irrational construction, the lower fund utilization efficiency and the faulty policy system in supporting agriculture. The emphases of financial supporting should be defined, the agriculture input should be enhanced, the financial supporting policies should be adjusted and perfected, and modern agriculture construction should be advanced quickly.
