摘要
对待人为错误有两种观点:个体论和组织论。组织论认为,人为错误是组织运营过程的结果,而非仅仅是引发事故的原因。人为错误的根源不仅与人本身的弱点有关,更与组织因素有关。通过解析4·28胶济铁路事故,可以发现,命令传达系统、命令执行确认系统、自动控制设备、线路设计等组织因素与人为错误结合,导致了事故发生。
The human error problem can be viewed in two ways: the person approach and the system approach. To use the system approach, human errors are seen as consequences rather than causes, having their origins not so much in the perversity of human nature as in "upstream" systemic factors. Through the investigation of 4/28 railway accident, we can see some systemic factors of command delivery and check, control device, design that combined the human errors and caused the accident.
