Analysis and Discussion on Water Rights Allocation Scheme of Shule River Basin in Gansu Province

通过对疏勒河流域近27年水文基础资料的收集、整理、分析,对水资源进行评价的基础上,按照总量控制、定额管理的原则,结合现状年2006年社会经济指标、取用水指标,逐级逐层进行了初始水权分配,完成了疏勒河流域不同水源类型、不同行业主要用水户的初始水权界定,为解决流域内水资源利用存在的问题,实现水资源的可持续利用,促进经济社会的长久可持续发展提供了一定的依据。

Through collection, arrangement and analysis on hydrological data of Shule river basin in the lately past 27 years, the article is on the basis of water resources evaluation, according to the principle of total amount control and ration management, combining＇ with the social economic index of the current year of 2006 and water use index, make initial water rights allocation gradually and initial water rights definition of different water source types and main water users of different industries in Shule river basin. It can provide a certain foundation for resolving water resources using problems, realizing water resources sustainable utilization and accelerating long and sustainable development of economy and society in the basin.
