人力资本视角下流动儿童教育问题分析

Problems Analysis of the Moving Children Education under the Perspective of Human Capital

自20世纪90年代以来,伴随农民工的社会流动,越来越多农民工子女进入城市,据统计,18周岁以下的流动人口达1982万,这一群体的教育问题开始突显,由于城乡二元结构造成的差距和"二元分立"的义务教育体制,使得民办子弟学校教育资源短缺,流动儿童失辍学情况严重。对流动儿童进行人力资本的投资和培养,从二元经济结构社会下的制度改革入手,突破二元户籍管理制度的约束,合理调配教育资源,可以从根本上解决这一群体的受教育问题。

Since the 1990＇s, with the moving of migrant workers, more and more of their children have entered the city. According to statistics, the population under 18 of the moving children is 19.82 million. Education problems of them began to highlight. Due to the gap resulting from urban-rural dual structure and the ＂binary separation＂ compulsory education system, the education resources in private schools are short, and the problems of drop-out and loss in education are serious. We can solve the problems through human capital investment and training them, breaking through the bound of the dual management system of household registration from reforming the dual economic structure system, and reasonably allocating the educational resources.
