First,to largely increase fixed asset investment to stimu- late consume and internal demand;second,to give enter- prises support on financial credit policies;third,to give enterprises on tax;forth,to give enterprises freedom on employees'salaries; fifth,to give enterprises on land policy;sixth,to resume export tax rebates and incentives policies; seventh,to support state-owned companies;eighth,to give enter- prise looser environment on le- gal proceedings;ninth,to take actions to lift the stock markets; tenth,to secure economic growth incase any steep eco- nomic downturn and huge re- verse in economy.
