改革的进程是社会不断分化的历程，社会分化的结果是多元利益主体的出现。为了维护与增进自己的利益，多元利益主体会以一定的方式向一定的对象表达利益诉求，这些利益诉求影响着改革进程中民主政治的发展，推动了改革进程中政策的完善与科学化，促进着民主形式的变化与程度的提高，推动着政府的治道变革。

The reform process has been an ever changing social process full of differentiation, which resuits in the existence of multivariate benefit bodies. To maintain and improve its benefit, each body expresses its benefit requests to a certain object by certain means, and such requests influence the democracy development within the reform process and help to perfect and scientize the policy in the process, which will improve the changing of democratic forms and the enhancing of democratic degree, and furthering the cause of the government＇s governing reform.
