Economic Analysis and Research on Human Resources Shift

以我国农村劳动力转移为例来说明人力资源转移给我国社会经济发展带来的巨大的影响。从我国城乡和区域间劳动力转移历史出发,把我国农村劳动力转移大体上分为3个阶段,主要从供求的角度对3阶段的劳动力转移进行分析研究,并对我国农村劳动力转移的未来提出了一些建议。政府应继续推出有利于促进农村劳动力转移的政策,加大对农村教育的投入力度,转变职能,从根本上解决我国的"技工荒"、"民工荒"问题。

The human resources shift is the objective request of labor force disposition. It brings the social economy of our country with great power. In China, the human resources shift happens mostly when rural labor force swarms into cities, this article takers Chinese rural labor force shift for example to explain that the human resources shift have brought great influence to China social economy. This article embarks from the regional labor force shift history between city and countryside, with the rural labor force shift divided into three stages which was analyzed and researched from supply and demand aspect, and put forward some proposals about rural labor force shift＇s future. The government should continue to implement the policy which has positive effect with the rural labor force shift, add more investment in rural education and transfer its duty, for the purpose of solving the problem of ＂skilled worker shortage＂ and ＂labor shortage＂.
