摘要
经过两年多的实践,单证中心模式在工商银行显示出巨大的运营优势和良好的发展轨迹,并在中资银行中处于领先地位。但在单证中心发展过程中,也遇到了一些诸如来自分行的阻力、推广速度与人员补给的矛盾、个性化需求与标准化处理之间的矛盾等问题,工商银行根据实际情况,采取了许多对策并卓有成效。但作为新生事物,单证中心仍然面临一些新的问题:分行组织架构调整后,各机构层级如何定位;业务流程缩短后,如何发挥省分行管理职能;单证中心是否应走公司化道路;如何利用网络平台拓宽业务受理范围等。针对上述问题本文给出了一些建议,可作为商业银行推广单证中心模式的参考依据。
After two years' operation, ICBC Bill Center has shown apparent operating advantage and healthy developing orbit. Although ICBC Bill Center is ahead of that of other Chinese banks, it still faces many problems, such as resistance from branches, contradiction between fast growth and insufficient staff and conflicts between personalized demand and standard processing. ICBC has exercised many feasible counter-measures with consideration of its actual conditions. As a new pattern, Bill Center has to resolve many new problems as follows: how to position all institutional hierarchies after the change of branch's organization, how to make best use of branch's management function after shortening the business process; whether to change bill center to a corporation, and how to expand business scope with internet platform. Centering on these problems, the paper puts forward some suggestions to provide a reference for commercial banks to build bill center pattern.
