摘要
基于高等学校人力资源的特征,具有经济理性和人力资源配置效率的内部劳动力市场制度,可以成为解决我国高校人力资源管理中存在问题的有效方式。可从变革传统的行政化管理体制、建立能岗相配的动态评价与激励机制、建设健康向上的校园文化几方面着手,积极构建和完善高校人力资源内部劳动力市场,以推进高校人事管理制度的改革与发展。
Problems are found related with the basic characteristics and the management of manpower resources in China's higher learning institutes. As for the countermeasures, this paper suggest that personnel management in such institutes should break through the rigid administration model and reconstruct the internal market for the human resources under the guidance of a dynamic "capacity-post" evaluation mechanism for the best allocation efficiency and the best management goal of human resources management.
