摘要
决策与执行适度分离是我国大部制改革的重要内容之一,英国、日本两国决策与执行分离的经验表明,制度创新必须满足相应的关联性条件,就我国而言,目前直接将原有的政府组织解构为决策类与执行类的条件尚不成熟,决策与执行的分离宜以制度培育为前提,以试验为先导,分步骤进行。
Separating Executing Functions from Policy-Making is the main part of our country＇s giant department reform. The experiences from Britain and Japan revealed that institution innovation should fulfill certain interconnected factors. As far as our country is concemed, it is not the time to fellow Britain＇s steps at present, we should start with establishing essential institutions, separate implementing actions from Policy-making step by step.
