Development of Farmers' Specialty Cooperative in Jiangsu

农民专业合作社是解决小生产与大市场对接难题的重要途径。近年来,在各项政策的支持和引导下,江苏农民专业合作社发展较快,但总体仍处于初级阶段,整体素质不高,内部运作机制不完善,发展环境有待优化。为促进江苏农民合作社事业的健康快速发展,当前一要合理界定政府角色,防止拔苗助长;二要着力规范农民专业合作社内部运行机制;三要从税收优惠、信贷支持、人才培训等方面加大政策扶持力度,提高政策"含金量",逐步优化合作社发展的外部环境。

Farmers' specialty cooperative is a key route to join the small production with the large market. In recent years, with the support and guidance of various policies, farmers' specialty cooperative in Jiangsu has developed very fast, yet generally is still in the elementary stage, with not very good overall qualifications, imperfect in internal operational mechanism, and the developmental environment is to be optimized. The following should be done to boost the healthy and rapid development of the farmers, cooperative in Jiangsu: to delimit the role of the government at present for fear of spoiling things by excessive enthusiasm, to regulate the internal operation mechanism of the farmers; specialty cooperative, and to enlarge the policy support in tax favour, credit support and talents training, so as to gradually optimize the external environment for the development of the cooperative.
