科学发展观不仅是马克思主义关于当代发展的世界观和方法论,而且是中国共产党发展中国特色社会主义的重大战略思想,是我们进行政府体制改革和转换政府职能的重要指导方针。科学发展观视域中的政府治理蕴含着怎样的价值目标和价值追求,是我们迫切需要研究和探索的理论和实践问题。总体上来讲,以人为本的理念要求政府管理参与主体的多元化,统筹兼顾的理念要求政府管理权力运行向度的多元化,全面协调可持续的理念要求政府管理实现路径的多元化。和谐秩序是科学发展观视域中政府治理的核心价值,关注民生是科学发展观视域中政府治理的首要目标。

The scientific development view is not only the Marxist world view and methodological theory towards the present development, but also the key strategic thought of CPC towards the construction of socialism with Chinese features, as well as the key guideline for governmental system reform and transformation of governmental role. The value goal hidden in the governmental governance in perspective of scientific development view is what we are eager for research and exploration in theory and practice. Generally speaking, the idea of 'people-centered' requires the governmental management participation be pluralistic, the idea of making overall plans requires the management power orientation be pluralistic, and the idea of well-rounded, coordinated and sustainable development requires management routes be pluralistic.
