摘要
首先界定了城市规划中效率与公平的范畴,并论证了当前城市规划中效率与公平关系矛盾的主要方面是片面追求经济效率带来的社会公平问题。论文指出城市规划中效率与公平是对立统一的关系,效率是公平的重要基础之一,公平的缺失最终也会影响效率,效率与公平统一的实质是和谐发展,并提出了规划工作者应树立的效率与公平观。
The efficiency and fairness are the eternal subjects in urban planning. This paper firstly gives the specific definitions of efficiency and fairness in urban planning and points out that the main aspect of the contradiction nowadays is the unfairness due to the excessive seeking for economic efficiency. It states that the efficiency is the important foundation of fairness, and the lack of fairness will do harm to the efficiency. The relationship of efficiency and fairness is dialectical. Then it puts forward the correct attitude of planners towards the efficiency and fairness.
