汶川地震对我国公园防灾减灾系统建设的启示

ENLIGHTENMENT OF DISASTER PREVENTION AND REDUCTION OF THE PARK SYSTEM CONSTRUCTION WITH REGARD TO WENCHUAN EARTHQUAKE

城市公园具有防灾减灾功能并在汶川地震中发挥了积极作用。但是,汶川地震也暴露出城市公园防灾减灾系统建设存在突出问题,分析结果显示:这些问题归根结底是指导思想和规划理念存在误区,同时也与我国城市公园理论研究缺乏、规划设计水平不高、法规体系建设滞后、防灾减灾系统不健全以及投资渠道单一等现状密切相关。针对这些问题,在总结国外的先进经验的基础上提出设立防灾公园体系专项规划等建设性意见。

City parks have the function of disaster prevention and reduction and are proved to be workable in Wenchuan earthquake. But there are still problems in park system in terms of disaster prevention and reduction in the earthquake. After the analysis this paper finds that the reason of the problems is the misguided ideology in planning. Other reasons include lack of research in urban park theories, lower level of planning and design, uncomplete disaster prevention and reduction system and single investment and so on. Aiming at these problems, it provides suggestions such as making disaster prevention park system plans based on the experiences of other countries.
