The method of resolving ＂overloaded bus＂ problem lies in modifying current law as soon as possible, making new regulations which not only takes the specialty of buses and current realistic state of the nation into consideration but also protects the passenger＇s legal rights maximum along with making laws, morals, senses and current social realities harmonious.
