冰雪灾害对道路运输的影响及对策探讨

Study on impact of ice and snow disaster over road transportation and countermeasures

借鉴他人的研究成果,详细论述了冰雪天气可能产生的各种危害。从灾害天气对道路运输安全影响的角度出发,运用汽车运输工程学中的相关知识,从根本上分析了冰雪灾害对道路运输安全构成危害的机理,提出了道路运输应对冰雪灾害的解决措施,包括构建一种冰雪灾害路面打滑分类模型,以此来判断冰雪灾害的程度和基于气象条件的交通安全管理系统,包括信息采集系统、指挥控制系统、信息发布系统和快速响应系统等4个子系统。提出了各种必要的工程防护措施,为冰雪防灾纳入公路规划和设计当中,逐步建立较为完善的公路冰雪清除服务体系提供技术支持。

Using other research results for reference, from the impact of disaster weather over the safe of road transport, this paper uses the relevant knowledge of motor transport engineering to analyze of the reason how ice and snow disaster damages the safe of road transport radically, and discusses the damage that could be caused particularly. And it brings forward the countermeasure to resolve ice and snow disaster, including establishing a road surface classification model to judge the degree of ice and snow disaster. It also provides a traffic safety manage system basecl on the condition of weather. This system contains the information collection system, command control system, information release system and rapid respond system. Finally, this paper suggests that the necessary project should be built -up to protect road with taking ice and snow disaster prevention into account in road planning and designing, and should build - up a more perfect ice and snow serving system gradually.
