非物质文化遗产保护责任主体的确定是关系到我国非物质文化遗产保护成败的大事。非物质文化遗产是全体人民的共同财富,对其加以保护是每个人的责任,但分散的个人能力有限。政府作为民众的代表和社会的管理者,在制定非物质文化遗产保护政策、筹集资金、组织人员等方面具有不可替代的作用。因此,相应的政府部门才是非物质文化遗产保护的责任主体。政府的重视与否是非物质文化遗产保护成败的关键。民众保护意识的提高和积极参与也非常重要。

It is a great work to determine the liability part for successful protection of the intangible cultural heritage of our country. It is also our responsibility to protect the intangible cultural heritages, the common treasures of all the nations. But individual capability is limited. As the representative and social supervisor of the people, the government has an irreplaceable function in setting down protection policy, raising funds, and organizing personnel for the intangible cultural heritage. Therefore, the related government departments are practically the liability parts. Whether the government attaches importance to it is the key to succeed. It is also very important for people to increase their protection awareness and actively participate in it.
