贯彻十七届三中全会决定 深化农村征地制度改革

Rural land requisition reform under the requirement of the 17th third plenary session of CPC

党的十七届三中全会通过《中共中央关于推进农村改革发展若干重大问题的决定》。《决定》提出了我国后期征地改革方向,即逐步缩小征地范围,以渐进的方式确立农民在征地过程中的利益地位。本文在回顾我国征地制度发展历程,分析《决定》对现行土地征用制度影响的基础上,从基层工作实践出发,初步探讨了此项制度改革在实践中可能面临的困难与问题,并提出建议措施。

The decision on major issues concerning the advancement of rural reform and development was approved by the CPC central committee. The decision proposed the direction of rural land requisition reform, i.e. to narrow the scope of land requisition, to establish the farmer＇ s interest status in the process of land requisition gradually. Based on summarizing the development of China＇s land requisition system, and analyzing the impact on the currently effected land requisition policies, the paper discussed the possible difficulties and problems caused by the decision. Finally, policy recommendations were suggested from the view of local practice.
