The returning, arragement and emmigration of refugees in Germany has been the core and focus issue of refugee in Europe after WW 1I . This problem results directly from the war incurred by German Nazism. The settlement of this issue embodies the practicing subject with the double feature of intergovernmentality and super intergovernmentality and it also reflects the international background of the Cold War.
