摘要
教育和培训制度包含许多利益相关者,比如政府、企业和个人等。随着英国技能政策的变迁,这些利益相关者的关系也表现出了不同的形态。英国的经验表明,过分强调某些因素而忽视其他因素会对技能政策造成消极的影响,而只有依靠利益相关者之间的有效合作,才能使技能供求趋于均衡状态。
The education and training system consist of many stakeholders such as governments, firms, institutions and the individuals. With the change of skills policies in the UK, the relationship between those stakeholders also shows different patterns. British experience reveals that it can bring about negative effects if stressing some stakeholders excessively but ignoring the other ones. All the stakeholders must work together effectively so that the equilibrium between the supply and demand of skill can be achieved.
