小型农田水利建设与管理需要四种机制创新

Four systematical innovations are needed in construction and management of small on-farm waterworks

小型农田水利工程的建设与管理是农村水利的一项重要工作。如何建设好、管理好这些工程,实践表明必须改革工程的建设体制、创新建设和运行的管理机制。论述了创新政府引导机制、农民自主机制、建后管护机制、协调监管机制的思路,以有效解决当前小型农田水利建设和管理中遇到的新问题。

Construction and management of small on-farm waterworks is one of the key tasks for water management in rural areas. According to our practical experiences, in order to effectively manage and build these projects, reform is needed for the systems of construction, operation and management. It is suggested to improve policy making, operation and maintenance, encourage farmers＇ participation and strengthen coordination and supervision, so as to effectively solve the emerging problems in the construction and management of small on-farm waterworks.
