2008年10月9日至12日召开的中共十七届三中全会,审议通过了《中共中央关于推进农村改革发展若干重大问题的决定》。在改革开放30年后,中央再次将改革的目标指向农村,一场以土地经营权为核心的变革再次在农村启动。

At the Third Plenary Session of the 17th Central Committee of the CPC held on October 9-12, 2008, The Decisions of the Central Committee of the CPC on Some Important Issues Concerning Promoting the Rural Reforms and Development was examined and passed. After implementing reform and opening up for thirty years, once again, the Central Committee of the CPC has initiated reform targeted at the rural areas. Consequently, fresh reform centering on the issue of land management rights has been started in the rural areas.
