摘要
2007年联合国政府间气候变化专业委员会（IPCC）发布的气候变化第四次评估报告显示，自工业革命以来，地球表面平均温度已上升0．74℃，到21世纪末还将上升1．1-6．4℃。并且基本确认，近50年以来全球气候变暖主要是人为活动的温室气体排放引起的。全球气候变化对自然生态系统和经济社会发展已带来了可识别的显著影响。未来还将进一步扩大和增强。
The 4th 1PCC assessment report enhanced the understanding on the climate change and its impact on ecological system,economic and social development.The long term emission target and the international mitigation agreement after 2012 about global climate change has become the most prominent problem for the polities,economy and diplomacy of large nations.China should follow the global low carbon economy tide, strengthen independent innovation and transfer the challenge to opportunity to advance the key competence of addressing global climate change.
