澄清对高校学报的几种误解

CLARIFICATION OF SEVERAL MISUNDERSTANDINGS ABOUT UNIVERSITY JOURNALS

当前社会各界对高校学报存在一些误解,必须予以澄清。高校学报数量不是多了,而是少了,关键问题不在于如何控制高校学报的数量,而在于如何提升高校学报的质量;不能简单地指责高校学报效益低下,而应勉励高校学报在强调社会效益第一的前提下,力求实现社会效益和经济效益的最佳结合;高校学报收取版面费合法、合理,真正的问题不在于高校学报应不应该收取版面费,而在于如何有效规范版面费的收取,防止可能产生的弊端。

There are some misunderstandings about unviersity journals, and we must clarify them. The number of the university journals is not too large; the key problem is not how to control the number of the unviersity journals, but how to enhance the quality of them. We shouldn＇t simply accuse unviersity journals of their low benefits, but should encourage them to achieve the best combination of social and economic benefits under the premise of pursuing social benefits firstly. To charge publication fee for university journals is legal and reasonable; the key problem lies not in if unviersity journals may charge publication fee, but in how to effectively regulate the action of charging publication fee to prevent possible disadvantages.
