我国造纸工业的建设项目及相关政策

Introduction of the Upcoming and Underway Projects of China’s Pulp and Paper Industry and the New Policies/Guidelines for Investment

汇总和介绍了我国制浆造纸工业主要纸种的新增产能及国家近期发布的有关进出口、项目建设和环境保护方面的政策法规。认为2008—2009年是造纸产能的释放期,新政策的发布成为项目建设和企业上规模、上档次的动力,促进了我国造纸工业单机规模的扩大和新技术、新设备的应用。我国造纸工业正在由传统造纸业向现代造纸业转变,装备先进、生产清洁、发展协调、增长持续、循环节约和竞争有序的造纸工业新模式正在逐步建立。

Newly added capacity of main grades of China＇s pulp and paper industry and the new policies, laws and regulations in the areas of import and export, project construction and environmental protection recently issued by the state government were summarized and introduced. Many new lines will come into operation in the period of 2008 - 2009. The new policies will be the main driving force of project construction and upgrading of the industry both in production scale and product quality, which will push the expansion of the single line capacity and the application of new technologies and equipments. The China＇s paper industry is being transformed from the traditional paper industry to the modem paper industry. A new mold of the industry with advanced equipment, cleaner production, harmonious development, sustained growth, recycling, saving and competition in good order is being established.
