后税费时代乡镇政府职能转变问题研究

Study on the Transformation of Township Governments' Functions during Post-agriculture Tax Period

乡镇作为我国的基层政府,在农村税费改革后许多职能虚化,从长期来看,乡镇政府可以取消;短期而言,我国农村地广人多,乡镇政府暂应保留以保持地方稳定,但其职能应进行转变。税费改革后,基层政府职能转变就是要强化基层政府的公共服务职能,增加农村公共品的供给;弱化行政管理职能,淡化基层政府的行政色彩。

As a grass--roots government, many functions of China＇ s township become virtual after tax and fee reform in rural areas. In the long run, the township government can cancel them, however, the township government should be retained temporarily to keep the stability in short run because of China＇s rural vast land and＇ more people, but its functions should be changed. After tax and fee reform, the functions transformation of grass--roots government is to strengthen its public service functions and to increase the supply of public goods in rural areas. In addition, the transformation can weaken administrative functions and color of the grass-- roots.
