System Innovation and the Construction of Shanghai International Financial Center

国际金融中心的一个重要功能是平衡私人企业储蓄和投资，为国家和地区经济发展提供金融支持。目前上海国际金融中心建设中遇到的首要问题是区域金融市场分割和地方保护，它不但影响区域要素自由流动和金融资源配置效率，而且不利于集群系统创新绩效的提高和区域经济竞争优势的发挥。要建设上海国际金融中心，促进区域金融资源优化配置，必须积极进行系统创新，打破地方割据，加强区域金融合作，加快建立区域统一金融市场。

One of the important features of the International Financial Centers（IFCs） is to balance the savings and the investments and support the regional and national economic development. The initial problem in the construction of Shanghai IFC is the segmentation of the regional financial markets and the local protectionism, which affects not only the free flow of the regional product factors, but go against the improvement of the innovation performance of the system. It is essential for the Shanghai City to construct IFC and effectively allocate regional financial resourses to innovate the system,accelerate the construction of regional unified financial markets, strengthen the regional financial cooperation.
