在总结我国实施"走出去"战略的背景、现实条件和历史阶段的基础上,重点分析科技型企业"走出去"的意义、现状和方式,并从政府和企业两方面阐述所面临的挑战和关键问题,最后指出政府在当前"走出去"战略中应承担的主导地位,以及在大力引导和扶持企业参与国际竞争并提升核心竞争力的进程中所要采取的对策。

Based on the background, current condition and developing stage of ＂Going Out＂ Strategy, the article discusses the meaning, condition and means of going out technological enterprises, the challenge and countermeasure faced by both government and enterprises. Then this article points out that government should take leading position and take measures helping enterprises improve competitive power.
