摘要
本文以某市化工区环境—经济系统为研究实例,探讨了区域环境—经济系统规划研究方法.寻求产值—排污—水质综合协调解方法,采用净收益(总产值减治理费用)作为评价目标,寻求净收益最大时的总体规划方案. 以环境—经济投入—产出矩阵为框架,建立目标参数规划模型,寻求不同技术状况、不同生产规模条件下的产值—排污协调解,又探讨了水环境标准约束下的某市化工区废水应治理量及治理费用的计算方法,提出以供决策者选择的40种方案,其中8种是源于4种背景条件下的目标参数规划的协调解.
This Paper Studys a method of research of regional environmental system planning. A case study of the environmental-economic system of the chemical industry area in the city is adopted to search for the coordinating method of the production-waste drainage-water quality and the programming plan for maxium net profit, the net profit is adopted that total production minus the cost of regional pollution control.A multiobjective parametric programming model is established by using the framework, imput-output matrix of environment-economics,to search for the coordination between the total production and the waste drainage. The calculated method for amount of waste water to be handled and the cost used for pollution control under the constraints of water quality standard is also discussed. 40 alternative plans are presented for the decission-maker and 4 plans are discussed in detail which are the co-otcirate tosolution of the multiobjective parametric programming.
