During the transforming stage beset with contradictions, establishing a harmonious relationship between local governments and high-risk resource-based enterprises will contribute to the latter＇s sound development along with the local economic society. The inharmonious government-business relationship has long been represented by the governments＂ excessive interference with enterprises, failure to monitor enterprises and dissatisfactory services to the enterprises. Therefore, the establishment of their harmonious relationship should give priority to the interests of enterprises. In terms of the harmonious relationship between local governments and public enterprises, the former should play a key role, which means governments ought to shift their function and service-oriented governments are to be developed. The situation must be changed in which only enterprises serve governments. The opposite is expected. When it comes to the relationship between local governments and private enterprises, the key is the latter, which should abide by the law, interact with governments positively and seek common development. Private enterprises should foster independent development by turning to governments for help yet freeing themselves from heavily relying on governments. This is crucial for private enterprises when handling their relationship with governments.
