摘要
首先阐述了外籍教师遴选与聘任对中外合作办学事业以及高等学校发展的重要性,结合华北科技学院外籍教师选聘工作的实际情况寻找到了存在的主要问题及原因。而后明确了选聘工作的指导思想和近、中、长期目标,并提出了意识形态、教学经历、专业对口、质量保障和成本控制五项原则。最后给出了控制选聘来源、规范选聘程序和严格选聘机制三项对策措施。
Significance of Foreign Instructors'Selection and Appointment to China and Foreign countries' Joint Higher Education Program and university development is described. And then main problems and reasons are sought, combining with the status of NCIST' s selection and appointment. Moreover the guide line and short-mid-long run goals are clarified, as well as 5 principles : ideology, teaching experience, specialty consistency, quality guarantee and cost control. Finally 3 countermeasures are provided including controlling the sources, standardizing procedure and tightening mechanism.
