The values of education, the perspective of talent and the goals of talent training affect the adoption of the quality perspective, as the or- ganic integration of unity and diversity is the fundamental principle of the adoption of the quality perspective. The implementing of the quality perspective is a comprehensive process, which is much more complex than a simple addition or subtraction of some courses, teaching processes or academic hours. The key to successful implementation is the active participation of the principal part.
