阐述了建设和谐校园迫切需要加强院(系)党总支建设,提出了当前高校院(系)党总支建设存在思想认识不到位、工作力量不足和队伍不稳、工作难度加大、建设经费不足等状况,认为:加强高校院(系)党总支建设,就要切实加强对党总支的领导,明确党总支定位和职责,抓好党总支自身建设,加强和改进思想政治教育,注重培育和谐文化以及落实党建经费保障等,才能更好地促进和谐校园建设。

The necessity of developing college＇s school （department） Party branches in harmonious campuses construction is discussed. Disadvantages in developing college school （department） Party branches include insufficient understanding, inadequate Party construction personnel and unstable team, increasing difficulty in constructional work and a shortage of funds. It is maintained that it is essential to enhance the leadership of the Party branches, to ascertain the position and obligation of the Party branches, to invigorate the Party branches＇ own construction, to improve and strengthen ideological and political education, to foster harmonious culture and ensure Party construction funds.
