全科医疗服务评估指标体系的建立与应用

Construction and Implementation of Performance Evaluating System for General Practice Service

通过3年的努力,上海市卢湾区建立了完善的全科医疗服务团队,并利用全科医疗服务评估指标对全科团队的工作进行评估,为本区居民提供了大量初级卫生保健服务,极大地促进了卢湾区社区卫生服务质量的提高。在此基础上,全科医疗服务评估指标也得到了相应的完善,通过了实践的检验。本文系统阐述了上海市卢湾区建立和应用全科医疗服务评价指标体系的过程,对3年的实践工作进行了总结,并对指标体系进行了相关的统计学分析,根据统计结果将指标分为三类,指出了实践中存在的问题,为更加深入的研究提供了实证资料。

Luwan district of Shanghai has established a complete general practice service teams within the last 3 years. A systematical criterion was introduced to evaluate the performance of these teams that provided abundant primary service for the residences in Luwan district and improved the quality of community health service. Meanwhile, the criterion has also been improved on the basis empirical efforts. This paper comprehensively analyzed the efforts of the construction and implementation of the criterion and the endeavor being done in the last 3 years. All the items of the criterion were analyzed by statistical tools and subdivided into three categories. Furthermore, this paper also pointed out the problems in enacting the criterion and provided empirical material for further study.
