The Establishment of Main Functional Region in Southern Jiangsu Province

苏南地区的国土开发密度较高,资源环境承载力减弱,根据国家"十一五"规划纲要对四类主体功能区的界定,苏南地区应被划为优化开发区。苏南地区要尽快改变依靠大量占用土地、大量消耗资源和大量排放污染实现经济较快增长的模式,把提高增长质量和效益放在首位,提升参与全球分工与竞争的层次,继续成为带动全国经济社会发展的龙头区域。而这些目标的实现需要一系列的激励和约束机制作为基础。

According to the outline of the Eleventh Five-year Plan of China, southern Jiangsu province should be classified as preferred development zone. Confronted with high density of land development and deteriorating capacity of resources, southern Jiangsu province should change the mode of realizing rapid economic growth by relying on extensive occupation of land, considerable consumption of resources and excessive discharge of pollutants. It is necessary to give priority to the increase of quality growth and benefit, and to promote itself to participate in the global work division and competition. Only in this way can southern Jiangsu province take the leading place in the national economic and social development.
