我国农村养老保障的现状及构思

The Status Quo of China's Rural Old Age Social Security and Some Related Propositions

农村养老保险的制度缺陷和资源稀缺严重阻碍了农村经济的可持续发展和农民收入水平的提高,直接影响到我国社会主义新农村建设和和谐社会的构建。本文在分析目前我国农村养老保险的基本情况和存在的问题的基础上,提出我国农村养老保险应进行多层次体系的选择,针对失地农民、农民工等不同的人群设计不同的养老保险方案,以体现制度的多元化和满足不同人群的需要,从而保证纵向和横向的相对公平性。

The insufficiency of the rural old age insurance system and the rarity of resources available are a hindrance to China＇s rural sustainable development and the raising of living standard. They also have a direct impact on the biulding of the new socialist countryside and and a harmonious society. Based on the analysis of the status quo of the rural old age insurance and some existing problems, this paper proposes that the system should be multifarious. In view of landless farmers, migrant workers and other different social groups？ hetrogeneous schemes should be designed in order to, satisfy the needs of different people and thereby guarantee social equality.
