摘要
近年来,国际上军事与民用技术研发投入呈现新的趋势,军民两用技术相互溢出、转移的特征和方向也随之发生了变化。世界发达国家和军事强国军民两用技术溢出与转移各有特点与规律。总地来说,目前军民两用技术双向溢出的特征比较明显。
