促进农民工市民化制度安排探析

An Explorative Analysis of the Systematic Arrangement of Promoting Peasant Labourers to Become Urban Residents

农民工市民化是城市化、现代化进程中农民走向市民的过程。目前,我国农民工市民化的总体水平较低,其主要制约性因素是制度。户籍制度是制约农民工市民化的根本制度,就业制度、教育培训制度和社会保障制度等是制约农民工市民化的重要制度。完善各项制度是农民工市民化的治本之策。

The peasant laborer＇s becoming urban resident is a process that the farmers become urban residents during the urbanization and modernization. At present, the aggregate level of peasant laborer＇s becoming urban resident in our country is low, and its primary conditional factor is system. The system of registered permanent residence is the basic system that restricts the peasant labourers to become urban residents. The employment system, the education training system and the social security systems and so on are the important systems that restrict the peasant laborer＇s becoming urban resident. Consummating each system is the key for the peasant laborers to become urban residents.
