摘要
从国立高技术类研究所评估实践中遇到的问题出发,详细介绍了法国四个层次的国家科技评估体系,同时以法国国家信息与自动化研究所(INRIA)为例,重点分析了法国如何通过层层评估,确保国立科研机构的研究工作符合国家战略需求,确保国立科研机构的评估目标与评估内容的一致性。此外,结合法国国家信息与自动化研究所(INRIA)的评估实践分析,对国立高技术类研究所的评估工作提出了几点思考。
This paper is derived from the empirical problem encountered in the practice of high-tech institute evaluation in Chinese Academy of Sciences. Three layers of evaluation system in France are introduced systematically and the evaluation practice of INRIA is analyzed in-depth as an example. This paper investigates the evaluation mechanism in France, which can guarantee the research in national scientific institution is in line with the national scientific strategies and priorities, and the consistency between evaluation objective and evaluation content. Furthermore, some thinking about the evaluation of high-tech institutes in Chinese Academy of Sciences is presented in this paper based on the analysis of evaluation practice of INRIA.
