Based on language testing and evaluation theories, the paper discusses the existing problems of the summative evaluation of English education at local universities. On this basis, the paper expounds the necessity of constructing a formative evaluation system for education of English majors, aiming at providing theoretical support for improvement of ELT and innovation of educational patterns.
