社会转型中的政府信用问题及其路径选择

The Government's Credibility in Society Transformation

目前我国政府信用出现的种种问题,究其原因是由于社会转型导致了"理想人"与"经济人"的冲突、新旧制度的摩擦和矛盾以及政府角色和能力不能符合渐高的公众预期。对此,明晰产权关系,构建"价值人"的目标导向,树立正确的政绩观;完善制度体系,实行"阳光行政",规范政府行为;合理定位政府角色,建构"服务型政府",提高政府的执政能力应是转型社会中提升政府信用的现实路径选择。

The various kinds of credibility arise from the social transformation found in the conflict between ＂ideal person＂and ＂business person＂ old and new system as well as the function of government and the expectation of the public. The paper argues that the clarification of property rights, the establishment of value orientation, a proper view of achievements in political career, the open behaviour of administration,efe, are the ways to tackle these problems.
