从自然资源、社会资源、经济资源三个维度对灾区资源承载力变迁进行分析与评估;就灾区产业集群现状,给出产业集群的内外聚集评价与分析;从网络设施、环境发展、集群计划、外部平台四个层面思考灾区产业集群调整战略,从过程和布局两大部分探讨灾区产业集群解决思路,从实施原则、集群涅、外包服务和支持体系四个方面研究灾区产业集群调整的实施框架,从工业产业现代化、集群工业园区化、企业+基地+农户农业产业集群化、大项目→产业链→产业集群化、区域特色+地震纪念五个方位讨论灾区产业集群调整的有效途径,从经济发展与环境保护、国家集体与个人利益、高新技术产业与传统产业、政策性集聚效应与非政策性集聚效应四个角度阐述灾区产业集群调整的统筹兼顾,在此基础上构建灾区新型的产业集群。

This paper analyzes and assesses resources capacity in disaster affected area from three dimensions： the natural resources, social resources and economic resources, and made evaluation and analysis for inside and outside gathering status of the industry cluster in disaster affected areas. It proposed strategic adjustment of industrial clusters from the network infrastructure, the environmental development, the external platform. It discussed the industrial cluster solutions fi＇om the process and layout, researched the industrial cluster framework from the implementation principle, the cluster nirvana, outsourcing services and support system, discussed the effective ways of industrial cluster adjustment from industry modernization, clusters of industrial park, agricultural industrial cluster, projects-industrial chain of industrial clusters and regional characteristics-tourism industrial cluster, and expounded the over-all planning of industrial cluster adjustment from the economic development and environmental protection, nantional interests and individual interests, high-teeh industries and traditional industries, and policy effects and non-policy effects. It constructed new industrial clusters in disaster affected area on the factors mentioned above.
