从制度成本的角度看我国的弱势群体

China's weak groups viewed from the aspect of system costs

我国目前弱势群体的规模很大;可以从制度成本的角度考察其原因。很多人很勤劳,但并没有富裕起来摆脱"弱势",因为他们的劳动在相当程度上要对冲制度成本。制度不完备使相当一部分人成为弱势群体成员。应该改革政治、经济等各种制度,不断减小弱势群体的规模。

Up to now, there is still a large scale of weak groups in China; the cause could be investigated from the aspect of system costs. Many people in the groups are diligent, but they cannot become rich and still remain weak because their work has to offset system costs to some extent. The main reason why so many people become the members of the weak groups lies in the fact that the systems are not complete. The paper points out that the political and economic systems should be reformed in order to reduce the scale of the weak groups.
