环境库兹涅茨曲线是指在不同经济发展阶段,经济增长对环境质量影响的先恶化、后改善的倒U型曲线关系,国内外的许多实证研究都表明这种关系的确是存在的。利用一个微观静态模型对国民收入—环境污染之间的关系进行分析可以发现,先上升、后下降的倒U型曲线关系既不依赖于消费,也不依赖于国民收入的变化,它是由消费与环境污染之间的技术联系所决定的,尤其是与污染治理的自然技术特征密切相关,单纯的经济增长不能解决环境污染问题。

Evidence suggests that some pollution follow an inverse- U- shaped pattern related to countries＇ income. This relationship has been called the ＂environmental Kuznets curve＂. This paper lays out a simple and straight - forward static model of the micro foundations of the pollution - income relationship. The inverse - U shape does not depend on the dynamics of growth, political institutions, or even externalities. We show that it can be derived directly from the technological link between consumption of a desired good and abatement of its undesirable bypreduct, especially the natural features of the abatement technology, and economic growth alone will not solve pollution problems.
