The development of Deng Xiaoping＇ s ＂job responsibility homing＂ thought goes through three periods： formation stage, rethinking stage, practice and development stage. The connotation of ＂job responsibility homing＂ may be understood in a broad sense and in a narrow sense. ＂Job responsibility homing＂ thought has great guiding significance for administrative reform at present.
