镇级土地利用总体规划与城镇总体规划的协调衔接——以东莞市谢岗镇为例

Relationship between Land-Use Plan and Urban Comprehensive Plan:A Case Study of Xiegang Town,Dongguan

以东莞市谢岗镇土地利用总体规划修编的编制为例,就其镇级土地利用总体规划与城镇总体规划(简称"两规")协调衔接关系进行分析,对其"两规"不协调的原因从法律层面、规划体系层面、技术层面和方法层面进行探讨,并从法律法规和土地资源稀缺的角度剖析"两规"协调存在必然性。结合东莞市谢岗市"两规"开展的实际情况,提出解决"两规"协调的途径和方法。

Currently, land-use plans and urban plans in China belong to two different administrative departments, the former is subordinate to the land administrative department, the latter is subordinate to the town construction administrative department. Each does things in his own way among the departments, which leads to the inconsistency between the two plans. In the paper, the land use of Xiegang Town in Dongguan is taken as an example to be studied. Based on the law, planning system, planning techniques and limited land resources, several ways to resolve the inconsistency are brought out： 1） To perfect the administration system. 2） To harmonize the scale of construction land. 3） To amend the correlative laws and rules with the two plans to make land-use standard of two plans unify. 4） To improve decision-making transparence. 5） To enhance law status of land-use plans.
