Reviewing and Thinking of the Social Security System Reform in Inner Mongolia

内蒙古社会保障制度的改革起步于1985年,目前已初步形成了以养老、医疗和失业保险以及城市居民最低生活保障为主要内容的社会保障体系。但还存在不少问题:多层次社会保险体系建设滞后,社会保险收支存在较大缺口,农村牧区社会保障覆盖面窄,保险基金的投资渠道和保值增值效果不佳,社会保障基金管理缺乏有力的监督制约机制等。应着眼于内蒙古经济发展的现实,进一步深化社会保障制度的改革,重点解决养老保险隐性债务问题,因地制宜地推动农村牧区社会保障体系的建设,选择合理的筹资方式、有效的投资手段与健全的监管模式,实现经济社会的和谐发展。

The social security system reform in Inner Mongolia began in 1985. After 20 years, the social security system has already taken initial shape, mainly covering endowment insurance, medical insurance and unemployment insurance system, and system of subsistence allowances for urban residents. But some problems remain unsolved, such as the construction of multi - tiered social insurance system is lagging, the big gap between income and expenditure of social security funds, only part of the residents in the countryside are able to enjoy social security, lacking the supervision on the social insurance funds management, less good insurance funds investment vehicles and no better effect on the maintaining and increasing their value. In order to realize the harmonious development of economy and society, Inner Mongolia, proceeding from the reality of economic development, should deepen the social security system reform, make more efforts in solving the implicit pension debt, push the construction of social security system in rural and pastoral areas and widen the channel of raising funds.
